Royal Albert Asylum in around the late 1800s, not long after it opened in 1870.

The Lunacy Commision, set up by the Lunacy Act 1845, inspected the running of the Royal Albert, and similar institutions, in its early decades. Each year, after a visit, the Commissioners wrote a report.
